Sandra’s research demonstrates that financing outcomes for urban water infrastructure in Sub-Saharan Africa are shaped by the interaction of macroeconomic conditions, institutional governance, utility performance, and project-level bankability, rather than by financial factors alone. By integrating econometric analysis, efficiency modelling, and machine learning, she develops a multi-level, data-driven decision support framework that both explains financing patterns and supports more effective, context-sensitive financing strategies. With over 13 years of experience across Africa and Southeast Asia, she specializes in designing and delivering infrastructure solutions that drive inclusive growth and sustainable development. Her work spans the water, energy, and transport sectors, mobilizing capital, managing complex feasibility studies, and aligning public-private partnerships with national and regional priorities.
